Kongres Kesatuan Pekerja-pekerja Di Dalam Perkhidmatan Awam (Cuepacs) secara prinsip telah bersetuju untuk membatalkan rancangan memboikot ekoran persetujuan kerajaan menambah baiki kaedah Penilaian Tahap Kecekapan (PTK). Di bawah penambahbaikan yang dipersetujui, kakitangan awam tidak akan dipaksa menduduki peperiksaan, kaedah yang dilaksanakan sejak enam tahun lalu.

"Sebaliknya kami dimaklumkan ada tiga hingga empat pilihan yang bakal diperkenalkan oleh kerajaan," kata Presiden Cuepacs, Omar Osman beliau ketika dihubungi hari ini. Dua opsyen dimaksudkan ialah menghadiri kursus dan temu duga penilaian. Kedua-dua opsyen berkenaan akan mengambil kira pengalaman kakitangan terbabit.

"Unsur peperiksaan akan ada tapi tidak akan ditekankan sebaliknya kakitangan akan diberikan opsyen sama ada penilaian dalam bentuk peperiksaan ataupun bukan peperiksaan. "Kaedah baru ini akan dilaksanakan berdasarkan perbincangan antara agensi dan kakitangan masing-masing," katanya. Jelas beliau, satu pekeliling mengenainya akan dikeluarkan oleh Jabatan Perkhidmatan Awam (JPA) dalam waktu terdekat.

"Amnya Cuepacs bersetuju tetapi pendirian rasmi akan dibuat bulan depan apabila dibincangkan dalam mesyuarat Majlis Kongres Cuepacs dan dengan meneliti pekeliling yang akan dikeluarkan," katanya. Bulan lalu, Cuepacs mengumumkan rancangan untuk memboikot PTK kerana mendakwa peperiksaan itu banyak memberi tekanan kepada anggota sektor awam - THe STaR ONLiNe

KEMENTERIAN Pengajian Tinggi (KPT) menggariskan strategi dalam Pelan Strategik Pengajian Tinggi Negara (PSPTN) bagi menambah bilangan penyelidik, saintis dan jurutera (RSE) untuk mencapai masa kritikal kepada nisbah 100 bagi setiap 10,000 tenaga kerja menjelang 2020. Menterinya, Datuk Seri Mohamed Khaled Nordin, berkata dasar PSPTN ialah Memperteguh Penyelidikan dan Inovasi, iaitu dalam tempoh Rancangan Malaysia Kelapan (RMK-8), negara ini mempunyai 21 RSE bagi setiap 10,000 tenaga kerja.

“Kerajaan mengambil beberapa langkah bagi mencapai matlamat itu antaranya melaksanakan program ‘MyBrain 15’ untuk meningkatkan bilangan modal insan berkualiti tinggi terutama dalam bidang sains dan teknologi di peringkat ijazah doktor falsafah (PhD), dengan sasaran 100,000 penduduk berkelulusan PhD dalam tempoh 15 tahun akan datang. “Kita meneruskan program Skim Latihan Akademik Bumiputera (SLAB), Skim Latihan Akademik IPTA (SLAI) dan Skim Hadiah Latihan Persekutuan untuk pensyarah politeknik dan kolej komuniti,” katanya di Dewan Rakyat, semalam. #{P/s: Fuhhhh!!!
